Joseph E. FournierJoseph E. Fournier is the Founder and President of Fournier Legal Services, Inc.

Joe has spent more than fifteen years advising public and private companies on a wide range of legal, operational, and general business matters. As a member of Boards of Directors and executive management teams, a General Counsel, a CPA, and an Operations Vice President, he understands how to help companies increase revenue, retain customers, and decrease operating costs in many different functional areas.

Joe spent more than six years as Vice President of Legal Affairs and Administration at ChartOne, Inc., a medical records management company with more than 1,500 employees and operations across the U.S. He was responsible for managing ChartOne’s entire legal department, and he advised the company on matters related to the HIPAA Privacy Rule, customer contracts, employment law, litigation, legislative affairs, and general corporate activity. In this role, he was also the Co-Legislative Chair for the Association of Health Information Outsourcing Services (AHIOS). Prior to ChartOne, Joe was Vice President of Legal Affairs for Exchange Applications (d/b/a Xchange, Inc.), a publicly traded software company with international operations that was based in Boston, MA. Prior to Xchange, he was an attorney at the law firm of Adler Pollock & Sheehan in Providence, RI, and an accountant and tax consultant with PricewaterhouseCoopers in Boston, MA.

Joe received his B.S. in accounting from the University of Rhode Island and his J.D. from the University of North Carolina–Chapel Hill School of Law. He has been admitted to practice law in Massachusetts since 1998 and in Rhode Island since 2000. He passed the uniform C.P.A. exam in 1993.
